There shall be excepted from the definition of inoperable vehicle any motor vehicle which is located on the premises of commercial garages, automobile repair shops, auto service stations, or automotive dealers while the motor vehicle is being repaired or stored, so long as the motor vehicle is stored and maintained in an orderly manner.
