§ 37.24 DEFINITIONS.
   For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   ALTERNATE MEMBER. A member of a board who is authorized to participate and vote only in case of (i) the absence or disqualification of a regular member of the board or (ii) a vacancy in the regular membership of the board.
   BOARD. A body appointed, in whole or in part, by the City Commission that is characterized by collective responsibility shared by each member and jurisdiction only within the corporate limits of the city.
   EX OFFICIO MEMBER. A member of a board who serves as a member by virtue of the official position he or she holds. Unless the governing statutes, ordinances and/or resolutions specify otherwise, an ex officio member shall not vote on measures that come before the board.
   LIAISON. A city employee who is designated by the City Manager to assist a particular board in carrying out its duties and responsibilities.
   QUORUM. The number of voting members who must be present at a board meeting in order that action can legally be taken.
