The buildings, grounds, dressing rooms and all other private pool facilities together with the pool itself shall be kept clean and in a sanitary condition and maintained free from garbage, trash, insects, and other refuse. A private pool shall be kept free from infestation of insects. Stagnant, murky water, or the inability to clearly see the bottom of a pool containing water, shall constitute evidence of an unsanitary condition.
