It shall be unlawful for any person to willfully or maliciously torture, torment, beat, kick, strike, mutilate, injure, disable or kill any dog used by the Police Department of the city in the performance of the functions or duties of such Department or to interfere or meddle with any such dog while being used by such Department or any member thereof in the performance of any of the functions or duties of such Department or of any officer or member of such Department.
