(A) No person or persons shall fly an aircraft which shall allow an exhibition permitting a person or persons from jumping or leaping from such aircraft while in flight, nor shall any person or persons or any legal entity fly an aircraft which will be used to instruct any person or persons in the activity of parachute jumping or skydiving over any area within the legal boundaries of the city.
(B) No person or persons shall parachute jump or skydive from an aircraft in flight, either for exhibition purposes or for instruction purposes while such aircraft is over any area within the legal boundaries of the city.
(C) This section shall not prohibit a person or persons from jumping from such aircraft while in flight with the assistance of a parachute if the life of such person or persons is endangered, nor jumping or skydiving from an aircraft in flight for exhibition purposes when permission to do so is obtained from the City Commission.
