(A) There are established the following administrative departments in the city:
(1) Department of Parks, Recreation and Cultural Arts;
(2) Department of Financial Services;
(3) Department of Fire-Rescue and Beach Safety;
(4) Police Department;
(5) Department of Public Utilities;
(6) Department of Development Services;
(7) Department of Public Works; and
(8) Department of Information Technology; and
(9) Department of Design and Construction Management.
(B) The City Manager is hereby empowered to establish or amend such divisions within each of these departments as may be consistent with the efficient administration of the city.
(C) The City Manager is hereby empowered to establish or amend such special offices within the Office of the City Manager as may be consistent with the efficient administration of the city.
