Any person who accumulates or permits the accumulation of litter and/or abandoned building material, as herein defined, on property on which it is prohibited by terms of this subchapter (§§ 92.076 through 92.107) shall be deemed to commit the offense of creating a public nuisance by such actions and the designated village officials are hereby authorized to enter into and upon said real estate to abate such nuisance.
