In addition to the powers and duties of the city council set forth in title 2 of this code, in administering this title the city council shall have the powers and duties set forth below. Each of such powers and duties shall be exercised pursuant to the procedural and other applicable provisions of this title.
A. General Plan: Adopt, modify, or reject a proposed general plan or any amendment thereto for all or part of the city and its surroundings;
B. Text Amendments And Rezones: Adopt, modify, or reject proposed amendments to the text of this title and/or the zoning map;
C. Temporary Land Use Regulations: Adopt temporary land use regulations;
D. Land Use Authority: Act as a land use authority as provided in this title; and
E. Appeals: Act as an appeal authority as provided in this title; and
F. Establish Fees: Establish a fee schedule for applications required by the provisions of this title. (Ord. 2012-15, 9-20-2012)
