All prior ordinances of the city covering the zoning of districts in the city, in their entirety and including the maps theretofore adopted and made a part of such ordinances, are hereby superseded. This title shall be deemed a continuation of previous ordinances, and maps and not a new enactment insofar as the substance of revisions of previous ordinances is included in this title.
