(A) No person may install, build, construct, repair or replace a private driveway connecting to a public street or across a public easement unless a culvert is installed in accordance with the following specifications.
(1) All culverts are required to fill the needs as directed by ditch size, with the minimum of 18 inches.
(2) Culverts must be reinforced concrete.
(3) Town Council approval is required for any exception to the minimum size and said approval is necessary prior to installation.
(B) Following approval, resident will be issued a permit of approval which shall be presented to the county when requesting culvert installation. There is no charge for the permit.
