No owner or keeper of any animal shall permit or allow such animal to run at large within the limits of the town. All animals shall be controlled by leash, restriction within a fence, or by enclosure. An animal (excluding cats and those listed in § 90.15) on a leash that has been staked or tied shall be confined to the boundaries of the owner’s property and the length of the leash shall allow the animal to roam only within the boundaries of the owner’s property.
