(A) All animals shall be fed with a quantity of good, wholesome food sufficient to keep them in a good, well-nourished condition, and such food shall be served to such animals in a clean, sanitary manner. All animals shall be provided with pure, clean water in sufficient quantities at all times and adequate shelter to protect them from the elements. If an inspection of any such premises or place finds that unclean or unsanitary conditions exist, the Animal Control Officer shall notify the owner or person in possession that such conditions must be remedied and such premises or place be made clean and sanitary within three days following the date of such notice.
(B) In the event such owner or person in possession fails to comply with such notice, such officer shall thereafter proceed with the filing of a complaint against such owner or person in possession for a violation of the requirements of the first sentence of this section.
(1) No person shall expose any known poisonous substance, whether or not mixed with food, so that the same shall be liable to be eaten by any animal.
(2) It is an exception to the application of division (A) above if a person on such person’s own property is using common rat poison mixed only with vegetable substances.
