(A) It shall be unlawful for any person within the corporate limits to own, keep, possess, harbor or allow to remain upon premises under such person’s control any cat or dog which has not been vaccinated against rabies during the preceding 12-month period.
(B) All cats or dogs kept within the municipality shall be required and it shall be the duty of the owner of any dog to have a rabies vaccination tag issued for the succeeding 12-month period and an owner identification tag, both such tags to be firmly attached to a collar and such collar to be worn by such dog at all times.
(C) It shall be unlawful for any person to remove the collar from any dog or to remove from the collar of any dog any rabies vaccination tag or owner identification tag without the prior written consent of the owner of such cat or dog.
(D) The provisions of divisions (A) and (B) above requiring rabies vaccination and wearing of rabies vaccination tags shall not apply to cats or dogs under the age of four months and the provisions of division (B) above requiring the wearing of an owner identification tag shall not apply to cats or dogs under the age of three months.
