§ 91.02 RESPONSIBILITY; NUISANCE UNLAWFUL.
   (A)   Persons responsible. Every successive owner of property who neglects to abate a continuing nuisance upon or in the use of such property, created by a former owner, is liable therefor in the same manner as the one who first created it.
   (B)   Nuisance unlawful. It is unlawful for any person, including, but not limited to, any owner, lessee or other person to create or maintain a nuisance within the city or to permit a nuisance to remain on premises under his or her control within the city.
