§ 73.13 ONE-WAY STREETS.
   (A)   Parking on one-way roadway.
      (1)   Restrictions. If a highway includes two or more separate roadways and traffic is restricted to one direction upon any such roadway, no person shall stand or park a vehicle upon the left hand side of the one-way roadway unless signs are erected to permit such standing or parking.
      (2)   Exceptions. The City Council may determine when standing or parking may be permitted upon the left hand side of any such one-way roadway and shall erect signs giving notice thereof.
   (B)   Parking in obedience to signs. The City Council may have signs erected upon the left hand side of any one-way street to prohibit the standing or parking of vehicles. When the signs are in place, no person shall stand or park a vehicle in violation of any such signs.
