(A) Form and composition. The city is governed by a statutory Council-Manager form of government. The City Council shall consist of five members, four from wards and one Council member at large.
(B) Staggered terms.
(1) The terms of the elected officers shall be staggered so that at any one general municipal election, the following officers shall be elected for four-year terms: Council members from wards one and two.
(2) At the next general municipal election, the following officers shall be elected for a four-year term: Council members from wards three and four, and the Council member at large.
