11-1-3: JURISDICTION:
   A.   This title shall be applicable to all subdivisions and resubdivisions of improved and unimproved land, whether residential, commercial or industrial, and areas subject to redevelopment within the corporate limits of the village and contiguous unincorporated territory.
   B.   The provisions of this title shall apply to all new subdivisions as defined herein; except, that the provisions for hearings before the reference for the submittal to the zoning board of appeals may be waived by the village president upon application, in which case, the plan may be submitted directly to the president and board of trustees for approval. This waiver shall not be exercised when the large tracts of the industrial area or motor freight terminal area are to be developed for residential purposes. (1985 Code § 10-1-3)
