7-5-1: AUTHORITY TO REGULATE PARKING:
   A.   The village shall have authority to prohibit parking or to prescribe time limits for parking on any street under the control and jurisdiction of the state or village or for the maintenance of which the state, county or village is responsible, in such manner as to promote public convenience and safety and so as to facilitate traffic. Any such regulations adopted by the state, county or village regarding parking upon any specific street or streets shall become effective on and after the date of the erecting of appropriate signs indicating such regulations. Any such signs may be erected either by the state or the county or by the village through its chief of police. All such signs now erected and in place are hereby determined to be parking signs which must be obeyed.
   B.   This section shall not apply to the driver of any vehicle which is disabled on the paved or improved or main traveled portion of a highway or street in such manner and to such extent that it is impossible to avoid stopping and temporarily leaving such disabled vehicle in such position.
