1-6-4: PRESIDENT OF BOARD; DECIDING VOTE; VETOES:
   A.   President Of The Board; Deciding Vote: The president shall preside at all meetings of the board of trustees and shall not vote on any ordinance, resolution or motion except:
      1.   Where the vote of the trustees has resulted in a tie and where the tie is created because a trustee passes, refuses or cannot vote.
      2.   Where one-half (1/2) of the trustees elected have voted even though there is no tie vote.
      3.   Where the statute requires that he shall vote.
      4.   When a vote greater than a majority is needed by law, statute or ordinance.
   B.   Vetoes:
      1.   The president may veto all or part of all ordinances, resolutions and motions. If he does veto, he shall do so by writing his objections over the face of the ordinance or resolution, or in writing on the motion, and report to the next regular meeting of the board. Unless he does so, said motion, resolution or ordinance shall become effective at such regular meeting date despite the absence of his signature. If he disapproves part of the ordinance, resolution or motion, or any sums appropriated in any ordinance, resolution or motion making an appropriation, he may do so by writing on the face of such resolution or ordinance, or in writing on the motion, the part or item objected to, in which case, said part or items shall not be effective or appropriated and the balance shall remain effective. Such part or items, however, may be reconsidered in the same manner as reconsidering over the veto. The president may give his approval to any resolution or motion by signing the same.
      2.   The board of trustees may, at the next regular meeting after the time the vetoed resolution, ordinance or motion is returned to said board, reconsider and pass over the president's veto. If two-thirds (2/3) of all the trustees holding office of the board shall agree to pass an ordinance, resolution, item or motion over the president's veto, it shall then become effective. The vote on the question of reconsideration shall be recorded by ayes and nays. In the event the board fails to act on said veto at the said next regular meeting, the veto shall stand.
