A. Appointment; Qualifications: The village president, with the advice and consent of the board of trustees, shall appoint a health officer who shall be a licensed healthcare professional and who shall serve at the pleasure of the village president. (Ord. 97-6, 3-10-1997)
B. Conservator Of The Peace: The health officer is hereby appointed a conservator of the peace of the village and shall have the powers as such and as set forth in state law, and is hereby authorized to enforce all the provisions of this code and any other ordinances of the village pertaining to health. C. Duties; Assistance From Police Officers:
1. It shall be the duty of the health officer:
a. To enforce and observe all rules, regulations and orders of the Illinois department of public health and all state laws pertaining to the preservation of the health of the people within the village.
b. To execute and enforce all ordinances of the village relating to nuisances and public health and sanitation.
c. To investigate the existence of any contagious or infectious disease within the village and to report the same promptly to the village board and to the department of health of the state of Illinois, and to act without delay in carrying out such measures for arresting the progress of the same as either or both of said bodies shall adopt.
d. To make all necessary sanitary and health investigations and inspections within the village.
2. The village police officers shall assist the health officer in the performance of his duties when called upon by said health officer or by the village president or board of trustees or any member thereof.
D. Deputy Health Officer: To assist the health officer or in the absence of one or failure to appoint, a deputy health officer may be appointed in like manner, who shall be versed in medical care, and who shall perform similar duties to those prescribed for the health officer.
E. Compensation: The health officer and deputy health officer shall receive, as compensation for their services, amounts to be fixed by the village board from time to time. If the health officer or deputy health officer is a village trustee, there shall be no additional compensation for this office. (1985 Code § 4-1-1; amd. 2016 Code)
