4-10-2: GARAGE AND RUMMAGE SALES:
Garage and rummage sales are hereby prohibited, except under the following conditions:
   A.   Permit Required: Applications for permits to conduct garage and rummage sales shall be made to the village police department. If, after investigation and consultation with the building inspector, the police department is satisfied that the sale conforms with the conditions set forth in this section, then said permit shall issue without fee. Said permits shall be signed by the chief of police. (1985 Code § 3-7-2; amd. 2016 Code)
   B.   Qualifications For Sale; Number Allowed: Every owner or occupant who has owned or occupied a dwelling unit for more than one year may conduct one garage sale in any calendar year.
   C.   Merchandise Sold: Such sale shall be limited to the sale of household goods, household furnishings, clothing and personal effects which are presently owned by the owner or occupant and which have been used by him or his immediate family in the dwelling unit located on the premises on which said sale is to be conducted.
   D.   Period Of Sale: Such sale shall be conducted for a period not exceeding three (3) consecutive days.
   E.   Hours: Sales are limited between the hours of nine o'clock (9:00) A.M. and six o'clock (6:00) P.M. of any day of the week. (1985 Code § 3-7-2)
   F.   Obstruction Of Public Ways: No public sidewalk, parkway, street or driveway located in a parkway shall be obstructed by articles being sold. All such articles being sold shall be confined in the immediate vicinity of the premises where the sale is to be held. (1985 Code § 3-7-2; amd. 2016 Code)
   G.   Parking: Persons holding the sale shall make proper assurances to the police of the observance of the parking and other vehicle restrictions of this code and other village ordinances and, if necessary, provide adequate help to instruct prospective purchasers as to proper parking spaces.    H.   Advertising: Directory signs and other signs advertising the sale and the location thereof, except on the premises where the sale is to be held, are prohibited. Signs advertising the sale may not exceed two hundred eighty (280) square inches in area and may not be illuminated. Signs may not be displayed more than three (3) days prior to the date of the sale and are to be removed at the final sale hour on the last permitted day of the sale.
