Whenever any business is licensed by this title and the grant of power to license said business is not specifically enumerated in the Illinois municipal code, it shall be presumed that the right to license and regulate said business is granted under the police, health and public welfare powers given to the village under the Illinois municipal code and such business shall be issued a contingency license as provided herein.
