§ 94.04 VEHICLE FOR HAULING.
   It is unlawful for any person hauling garbage or refuse in the city to haul or collect same in any vehicle other than a packer-type conventional garbage truck to be approved by the City Council. The bed and sides of any vehicle used for the transportation of garbage or refuse shall be of metal construction or shall be lined with metal.
