(A) It is unlawful to place or permit to remain anywhere in the city any garbage or other material subject to decay, other than in a tightly-covered metal or plastic container.
(B) It is unlawful to cause or permit to accumulate any trash, ashes or dust or material that can be blown away by the wind anywhere in the city, other than in a covered container.
