(A) The classification plan, compensation plan, policies and procedures attached to the ordinance codified in this section and on file in the office of the City Clerk-Treasurer shall be the system of personnel administration for the city.

(B) The classification plan, compensation plan and policies and procedures referred to in division (A) above may be waived, altered or suspended only by a change of ordinance.
