§ 155.083 R-GM GENERAL RESIDENTIAL DISTRICT ALLOWING MANUFACTURED AND MOBILE HOMES.
   (A)   Intent. This residential district is intended to provide for both low and high population density. It is established as a district in which the principal uses of the land are for manufactured homes, mobile homes, multi-family dwellings, and similar high density residential developments. The intent is to encourage the development and continue use of land for manufactured homes, mobile homes, multi-family dwellings, and to prohibit commercial and industrial uses or any other use which would substantially interfere with the development or continuation of manufactured homes, mobile homes, and multi-family dwellings in this district. It is further intended to discourage any use which would generate traffic or create congestion on the neighborhood streets other than the normal traffic which serves the manufactured homes, mobile homes, or similar residential uses in this district and discourage any use which because of its character or size would create additional requirements and costs for public services which would be in excess of the such requirements and costs of the district were developed solely for manufactured home, mobile home, and multi-family or other similar residential uses.

   (B)   Uses permitted. Within the R-GM General Residential District Allowing Manufactured Homes and Mobile Homes the following uses are permitted:
      (1)   Any use permitted in § 155.081(B) for R-S, Single-Family Residential District and the uses permitted in R-G, General Residential District (§ 155.082); and
      (2)   Manufactured homes, and mobile homes.

   (C)   Uses permitted subject to additional requirements. The following uses may be permitted by the Board of Adjustment after public hearing provided they meet the requirements noted for each use in addition to applicable area regulations:
      (1)   Convalescent home, rest home, nursing home, and hospitals, public or private, provided they have frontage on an arterial street as shown on the thoroughfare plan;
      (2)   Mobile home parks in compliance with division (F) below;
      (3)   Community services, cultural and utility facilities, provided they are located on a lot not less than 10,000 square feet in area and have principal access on an arterial street as shown on the thoroughfare plan;
      (4)   Child care centers or day nurseries provided they are located on a lot not less than 10,000 square feet and have principal access on an arterial street as shown on the thoroughfare plan;
      (5)   Any uses permitted subject to additional requirements in § 155.081(C) for the R-S, Single-Family Residential District; and
      (6)   Accessory buildings and uses customarily incidental to the above uses when located on the same lot.

   (D)   Area and height regulations.
      (1)   Minimum lot area.
         (a)   Manufactured homes and mobile homes: 5,625 square feet;
         (b)   Single-family: 6,000 square feet;
         (c)   Duplex: 10,000 square feet; and
         (d)   Multi-family: 10,000 square feet plus 2,000 each unit over two.
      (2)   Minimum lot frontage.
         (a)   Manufactured homes and mobile homes: 37.5 feet;
         (b)   Single-family: 50 feet;
         (c)   Duplex: 60 feet; and
         (d)   Multi-family: 100 feet.
      (3)   Maximum percent coverage.
         (a)   Manufactured homes and mobile homes: 30%;
         (b)   Single-family: 30%;
         (c)   Duplex: 35%; and
         (d)   Multi-family: 50%.
      (4)   Maximum height.
         (a)   Manufactured homes and mobile homes: 35 feet;
         (b)   Single-family: 30 feet;
         (c)   Duplex: 35 feet; and
         (d)   Multi-family: 35 feet.
      (5)   Minimum front yard setback.
         (a)   Manufactured homes and mobile homes: 25 feet;
         (b)   Single-family: 25 feet;
         (c)   Duplex: 25 feet; and
         (d)   Multi-family: one foot per one foot of height; 15 feet minimum.
      (6)   Minimum side yard setback.
         (a)   Manufactured homes and mobile homes: five feet;
         (b)   Single-family: five feet;
         (c)   Duplex: five feet; and
         (d)   Multi-family: one foot per one foot of height; 15 feet minimum.
      (7)   Minimum rear yard setback.
         (a)   Manufactured homes and mobile homes: 20%;
         (b)   Single-family: 20%;
         (c)   Duplex: 20%; and
         (d)   Multi-family: 20%.

   (E)   Installation requirements. The installation of manufactured homes and mobile homes shall be governed by the requirements of the United States Department of Housing and Urban Development. (Prior Code, § 12-259)
   (F)   Mobile home park. Upon compliance with the provisions as set forth herein, a mobile home park will be allowed within the R-G District and the R-GM District.
      (1)   The applicant, upon making application for a zoning clearance permit, must submit a detailed site plan locating all mobile home stands, screening or fencing, and plans and specifications for the proposed park in a form suitable for making the determinations required herein;
      (2)   The proposed site shall be a minimum of two and one-half acres in size and shall contain no more than 15 mobile home stands per acre. The proposed site shall have a minimum frontage of 200 feet on a street designated as an arterial on the thoroughfare plan. All ingress or egress by automobile shall be on such streets. The proposed site shall be a minimum of 200 feet in depth;
      (3)   The mobile home shall accommodate primarily permanent occupants, with no more than 40% of the mobile home stands devoted to solely transient purposes. These solely transient stands are to be located in one area of the park so they will in no way interfere with the permanent residents;
      (4)   Front yards of not less than 20 feet and side and rear yards of not less than ten feet shall be provided on mobile home park sites.
