§ 96.34 EMERGENCY EXCAVATIONS.
   Nothing in this chapter shall be construed to prevent any person, firm, or corporation opening any pipe lines, conduits, or any public utility in any street, alley, sidewalk, or other public ground, by virtue of laws, ordinances, or permits, as may be necessary for the preservation of life or property when necessity may arise, during such hours as the offices of this city are closed. However, the person, firm, or corporation making such excavation shall make application and receive from the city a permit therefor within four hours after the offices of this city are first opened subsequent to the making of such excavations.
