The Police Chief, upon the complaint of any citizen or upon the violation of any officer of the Police Department, shall cause to be issued a citation for nuisance to the owner or occupant of the premises upon which the junked vehicle is located and shall cause notice to be posted upon such vehicle that, if the vehicle is not removed within ten days, the Chief of Police shall dispose of said vehicle pursuant to § 93.033.
