For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
ALL-TERRAIN VEHICLE. A self propelled vehicle powered by an internal combustion or electric engine manufactured and used exclusively for off-highway use traveling on four or more low pressure tires, and having a seat designed to be straddled by the operator and handlebars for steering.
GOLF CART. A self-propelled vehicle manufactured for use on a golf course to transport persons playing golf.
MINI BIKE. Any self-propelled vehicle or motor-driven cycle having less than an eight-inch wheel rim, or less than a 40-inch wheelbase or less than a 25-inch seat height.
UTILITY VEHICLE. A vehicle powered by an internal combustion engine larger than 300 CC or an equivalent electric motor which produces the same energy, manufactured and used exclusively for off-highway use, equipped with seating for two to four people and a steering wheel, traveling on four or more wheels.

Mini bikes shall be prohibited from operating on streets, highways, alleys, or other public ways within the city except when used in a parade.

All-terrain vehicles shall be prohibited from operating on streets, highways, alleys, or other public ways within the city except when operated for an official government purpose or when properly licensed by the State of Oklahoma and tagged.

(A) Golf carts and utility vehicles may operate on state or federal highways within the city only if making a perpendicular crossing of the highway.
(B) Golf carts may be operated only on city streets with a speed limit of 35 mph or less.
(C) Golf carts and utility vehicles may operate on city streets only during daylight hours.
(D) The operator is required to possess a valid motor vehicle operator’s license.
(E) Golf carts and utility vehicles must comply with the financial responsibility laws of the State of Oklahoma and the operator must carry proof of such insurance.
(F) Golf carts and utility vehicles shall have the following equipment: rear stop light, turn signals, rear view mirror, seat belts, brakes, horn, windshield or eye protection such as goggles or safety glasses and a manufacturer’s serial number plate.
(G) A city permit shall be affixed to the dash area of the vehicle in plain view. The permit shall be issued by the city to the owner upon inspection of the vehicle and proof of compliance with the requirements of this section and payment of a permit fee of $10. The charge for the permit fee may be amended by the city by resolution of the City Council.

Operators of golf carts or utility vehicles shall be subject to the same rules of the road and traffic regulations established by the State of Oklahoma and the city regulating operation of motor vehicles, violation of which shall be subject to the same penalty applicable to operators of motor vehicles.

(A) Whoever violates any provision of this chapter for which no specific penalty is otherwise provided, shall be subject to § 10.99.
