11-1-13: PUBLIC IMPROVEMENTS:
The following improvements will be required for all subdivisions under the jurisdiction of this Plan. (Ord., 2-3-1976)
   A.   Pavement, Curbs, Gutters: On both sides of all unimproved streets located wholly or partially within a subdivision and abutting said subdivision, the subdivider shall install at his own expense combination concrete curb and gutter and pavement. Plans and profiles or such work shall be prepared by an Illinois licensed professional engineer (civil) and shall conform to the Illinois Department of Transportation Specifications for Road and Bridge Construction, as amended from time to time provided, however, that all streets and alleys shall be constructed to the following minimum structural numbers as said structural numbers are defined by the Illinois Department of Transportation Design Manual, as amended from time to time:

   All paved streets shall be not less than twenty eight feet (28') back to back of curbs. The Plan Commission may recommend, the Village Board of Trustees may require under the circumstances surrounding any proposed subdivision, that paved streets be greater than twenty eight feet (28') back to back of curbs if the Board of Trustees deems such greater width necessary or advisable based on current and projected traffic volumes and the Illinois Department of Transportation Design Manual, as amended from time to time.    B.   Sidewalks: All subdividers are required to install, at their own expense, concrete sidewalks conforming to Village standards within or abutting a subdivision. Plans and profiles shall be prepared by an Illinois licensed professional engineer in accordance with the specifications in the Illinois Department of Transportation Specifications for Road and Bridge Construction, the current edition, which is made a part of this Chapter by reference.    C.   Trees Required In Parkways: The subdivider shall plant, at his or her own expense, trees in all parkways within or abutting the subdivision averaging a distance of not greater than fifty feet (50') apart, except that existing trees may be used in lieu of new trees to fulfill the requirements of this subsection if such existing trees are reviewed and approved as suitable by the Village Manager. Such trees shall be planted seven feet (7') from the street edge of the parkway or twelve feet (12') from the private property line if no sidewalks are required by this Chapter or otherwise installed by the subdivider. The Plan Commission shall approve the location for all trees required by this subsection along every right of way wider than sixty six feet (66'). The subdivider shall choose various types of trees from among the following varieties in fulfilling the requirements of this subsection:

   The subdivider shall submit a tree planting plan to the enforcing officer for approval prior to approval of the final plat of subdivision. Such tree planting plan shall show the location, size, and variety of each tree to be planted and of each existing tree proposed by the subdivider to be used in lieu of the planting of a new tree. All trees used to fulfill the requirements of this subsection C shall be not less than two inches (2") trunk diameter in size, measured at fifty four inches (54") above ground level ("diameter at breast height").    D.   Street Name Signs: The Village will order and install one street sign at all new intersections created by such subdivision. The subdivider shall reimburse the Village for all expenses associated with the above.
   E.   Water Supply: The water system of the Village shall be extended throughout or adjacent to the entire subdivision by the subdivider, at his own expense, in such a manner that every lot in such subdivision may be serviced by means of a service connection from water mains within the frontage or side yards of each lot. The water system must be a looped system providing two (2) independent sources of water service. The water system shall be built in accordance with the Village's Standard Specifications for Water Main Installation, the current edition.
   F.   Sanitary Sewers: The subdivider shall, at his own expense, install a complete system of sanitary sewers throughout or adjacent to the subdivision in such a manner as to render same accessible to every lot within its own frontage. In no event shall the Plan Commission approve any subdivision that does not provide for sanitary sewer service to every lot therein. Sewer systems shall be built in accordance with Standard Specifications for Water and Sewer Main Construction in Illinois, Second Edition, November 1973, as amended from time to time, which are made part of this Plan by reference.
   G.   Storm Sewers: The Plan Commission shall require the installation of a storm sewer system by the subdivider at his own expense as a condition for approval of the plat, which system shall be separate from any sanitary sewer system. Plans and profiles of storm sewer systems shall be prepared in accordance with Standard Specifications for Water and Sewer Main Construction in Illinois as amended from time to time, which are made a part of this Plan by reference.    H.   Storm water retention shall meet the requirements of Title 12 of this Code. (3-17-92)
   I.   Public Utilities: All public utility installations shall be underground. These public utilities shall include but are not limited to electric, telephone, gas and cable TV underground. Street lighting shall be provided at the corners and the midblocks. Street lights shall conform to the standards of the power company.
   J.   Approval of Plans for Improvements: All plans, specifications and contracts for public improvements inside the corporate limits required by this Chapter shall be approved by the enforcing officer prior to installation of any of said improvements. (2-3-76)
