9-12-6: VACANT RETAIL COMMERCIAL PROPERTY DISPLAY WINDOWS:
Vacant retail commercial property display windows shall be maintained in good condition and in accordance with all village code and zoning code requirements. Covering vacant retail commercial property display windows at the ground or first floor level with plain paper, butcher paper, tarp, plastic sheets or unpainted plywood is prohibited. The owner of any vacant retail commercial property shall within thirty (30) days of the property becoming vacant install a decorative window display for any ground or first floor level window, or the owner shall make the display window(s) available to the village for display purposes. Said display shall cover the window(s) so that the inside of the building cannot be seen at ground or first floor level. If an owner makes the display window(s) available to the village for display purposes, the owner shall reimburse the village for the village's costs for the display. Such display(s) shall be maintained until such time as the building actually becomes occupied. For purposes of this section, a "retail commercial property" is defined as a building the principal use of which is commercial, including buildings undergoing any kind of construction, for the sale of goods, services, merchandise, articles or things direct to consumers in any business district or office district pursuant to articles V and VI of the zoning code.
