All public street, alley and sidewalk pavement shall be in good repair. Such repair work, whether done by the village or the abutting owner shall be under the supervision of the superintendent of public works. Whenever any sidewalk, approach or street crossing shall become broken or need ordinary repairs, the superintendent of public works shall cause the same to be repaired without delay.
