7-1-2: CONSTRUCTION REQUIREMENTS:
   A.   Permit Required: It shall be unlawful to construct or lay any pavement on any public street, sidewalk, alley or other public way, or to repair the same without having first secured a permit therefor. Applications for such permits shall be made to the superintendent of public works, and shall state the location of the intended pavement or repair, the extent thereof, and the person or firm who is to do the actual construction work. No such permit shall be issued except on order of the corporate authorities.
   B.   Specifications: All street and sidewalk pavement shall be constructed in conformity with the specifications established by the village board of trustees. All streets shall be constructed in accordance with the specifications in the Illinois department of transportation specifications for road and bridge construction, as amended from time to time; provided, however, that all streets and alleys shall be constructed to the following minimum structural numbers as said structural numbers are defined by the "Illinois Department Of Transportation Design Manual", as amended from time to time:

   C.   Street Grades: The grades of center surface or crown of streets shall be fixed at the intersection of said streets, or at points described and specified in the several ordinances establishing such grades.
