The owner of any motor vehicle registered in the village or having a situs in the village shall pay to the village each year a license fee for such motor vehicle in the amount established for such motor vehicle in section 6-1-4 of this chapter. For purposes of this chapter, "situs" shall mean the garage, parking area, or other place where the motor vehicle typically is stored or the place where trips taken with such motor vehicle typically originate. No license shall be required pursuant to this section for a motor vehicle that is not registered in the village and that displays a current motor vehicle license properly issued by another municipality.
