The provisions of this chapter are intended to be severable, and if any provision, clause, or section of this chapter shall be held to be invalid or unconstitutional for any reason, such invalidity or unconstitutionality shall not be deemed to invalidate or impair the enforceability of the remaining provisions of this chapter to the extent that a reasonable construction and application thereof can be effected.
