5-1-4: POLICE CHIEF; POWERS AND DUTIES:
The police chief shall be in command of the police department and shall be subject to the supervision of the village manager. The police chief shall be responsible for the daily operation and routine assignment of the police department. The police chief shall be responsible for the performance by the police department of all its functions, and all members of the police department shall serve subject to the orders of the police chief. The specific powers and duties of the police chief shall include, but not be limited to, the following:
   A.   Assigning duties to members of the police department;
   B.   Appointing a deputy police chief; (Ord. O2000-12, 5-2-2000)
   C.   Serving as custodian of and maintaining in good condition all property and equipment belonging to the police department;
   D.   Promulgating departmental rules and regulations in accordance with standard village procedures necessary to properly carry out the functions of the police department; provided, however, that such rules and regulations shall not take effect unless approved by the village manager;
   E.   Keeping or causing to be kept a record of all accidents and of any other emergency assistance rendered by the police department, including the names of police officers in attendance;
   F.   Preparing a record of all criminal activity occurring within the village and of the disposition thereof;
   G.   Serving warrants, summons, and other process;
   H.   Serving as keeper of the village jail, having custody of all persons incarcerated therein, and preparing a record of persons arrested or committed to the village jail;
   I.   Serving as custodian of all lost, abandoned, stolen, or lawfully seized property and preparing a record describing such property and the date and circumstances of its delivery to the police department;
   J.   Preparing a record of the expenses of the police department;
   K.   Preparing a record of all meetings of the police department;
   L.   Enforcing all federal, state, and local laws to the extent of the village's jurisdiction to do so; and
   M.   Investigating all criminal activity occurring within the village. (Ord., 12-16-1991; amd. Ord. O2000-12, 5-2-2000)
