Every business, activity, and occupation shall register with the village manager on or before December 31 of each calendar year, for the subsequent calendar year. Any business, activity, or occupation that commences initial operations within the village after January 1 of a given year shall register, within thirty (30) days after commencement, for its first annual registration permit for the year within which commencement of operations occurs.
