§ 52.03 RATES AND CHARGES.
   (A)   (1)   The rates and charges of the town’s waterworks shall be the rates as shown in division (C) below.
      (2)   The rates will be effective as soon as practicable, but no later than March 2016 usage and April 2016 billing.
   (B)   The Town Council finds that the rates and charges, as adopted, are nondiscriminatory, reasonable, equitable and just, and are necessary to produce sufficient revenue to:
      (1)   Pay all the legal and other necessary expenses incident to the operation of the utility, including:
         (a)   Maintenance costs;
         (b)   Operating charges;
         (c)   Upkeep;
         (d)   Repairs;
         (e)   Depreciation;
         (f)   Interest charges on bond or other obligations, including leases; and
         (g)   Costs associated with the acquisition of utility property under I.C. 8-1.5-2.
      (2)   Provide a sinking fund for the liquidation of bonds or other obligations, including leases;
      (3)   Provide a debt service reserve for bonds or other obligations, including leases, in an amount established by the municipality, not to exceed the maximum annual debt service on the bonds or obligations or the maximum annual lease rentals;
      (4)   Provide adequate money for working capital; and
      (5)   Provide adequate money for making extensions and replacements to the extent not provided for through depreciations (I.C. 8-1.5-3-8).
   (C)   The Council hereby authorizes and directs the appropriate officials and representatives of the town to take all necessary actions to implement, bill and collect the rates and charges in the manner described in division (A) above, as approved and adopted herein, following the date of final adoption of this section.

      (3)   Bulk sales. Per 1,000 gallons: all meters $11.
         (a)   Pool fills: $11.
            1.   To be filled by the Superintendent via a hydrant when possible.
            2.   If there is no hydrant nearby, then the water will run through the resident's water meter. Resident will be billed via invoice by the Clerk-Treasurer's Office and payment is due within 30 days of the invoice date.
         (b)   7% sales tax to be billed on bulk sales total dollar amount.
      (4)   Hydrant rental.
