Commencing with the first billing cycle after the completion of all computer billing changes, the monthly fee charged by the town for residential solid waste collection and disposal services shall increase to a total charge of $12 each month per resident. A late fee equal to 10% of the outstanding, unpaid fee shall be assessed if such fee is not paid in full by the fifteenth of each month. The Clerk-Treasurer shall collect the fee by having the same included on the monthly water and sewer bills of all residential customers in the town. All fees collected for such services shall be deposited in a separate fund, the Solid Waste Fund.
