(A) Right of public to participate.
(1) Members of the public shall have a reasonable right to participate in any matter being considered by the Town Council.
(2) Members of the public shall be provided with the opportunity to participate in Council meetings, and the Council shall make reasonable efforts to comply with the American with Disabilities Act and accommodate any other special needs of the public.
(3) Members of the public shall have the right to bring before the Council issues of public concern.
(4) This does not apply to executive sessions of the Town Council held under I.C. 5-14-1.5, the Indiana Open Door Law, as it is from time to time amended.
(B) Guidelines.
(1) Members of the public wishing to address the Council shall have signed in prior to the start of the Council meeting.
(2) If a citizen wants to discuss a topic not currently on the Council's agenda, they must contact the Hillsboro Clerk’s Office and request the topic be added to the next scheduled meeting agenda at least 48 hours prior to that meeting.
(3) Comments will be limited to current meeting’s agenda.
(4) Comments will be limited to two minutes per speaker with a maximum of three speakers on each topic.
(5) Each speaker may only address one topic per Council meeting.
(6) Total time limit for public comments will be set at 30 minutes per Council meeting. Council President may, with a simple majority approval of the Council, extend the time limit for public comments. All other rules stated above will remain in effect.
(C) Contempt and disorder in the Council room.
(1) No person shall use violent or contemptuous language, behave in a disorderly manner, or refuse to obey the orders of the Presiding Officer in the Council room while the Common Council is in session.
(2) Any person who violates this provision will be removed from the premises immediately by the Town Marshal of Hillsboro.
