§ 92.01 DEPARTMENT OF PARKS AND RECREATION.
   (A)   The town establishes a Department of Parks and Recreation, consisting of a Park and Recreation Board pursuant to I.C. 36-10-3-4 et seq., and the President of the Town Council is hereby authorized to appoint four members to the Park and Recreation Board, consisting of two Democrats and two Republicans for the following terms:
      (1)   One member for a term of one year;
      (2)   One member for a term of two years;
      (3)   One member for a term of three years; and
      (4)   One member for a term of four years.
   (B)   All terms are to expire on the first Monday in January and each succeeding appointment shall be for a term of four years.
   (C)   All powers and duties pursuant to state law are hereby conferred upon the new Board.
