§ 90.99 PENALTY.
   Any person violating or failing to comply with this chapter, or any person failing to have an animal inoculated against rabies shall be guilty of a violation of this chapter and will be fined $25 for the first offense per animal and $50 for the second offense per animal. On a third violation, it may be ordered that any animals of the same owner may be turned over to the Department of Animal Control to be disposed of by said officers in a humane manner. In addition, a $100 fine may be imposed to cover expenses of the Department of Animal Control.
