§ 115.11 TAXICAB STANDS.
   (A)   City Council shall, upon application, by resolution establish those taxi stands that will serve the best interests of the public. The stands shall be reserved exclusively for the parking of taxicabs while awaiting passengers for hire. It shall be unlawful to park any vehicle other than taxicabs in a taxicab stand.
   (B)   All applications for a taxicab stand shall be accompanied by a fee, to be established by resolution of Council, paid by the taxicab owner. The fee shall be returned upon denial of the application. The Safety and Service Director may renew taxicab stand permits annually upon payment of an additional fee.
   (C)   All existing taxicab stands shall be renewable by the Safety and Service Director upon the payment of the fee provided for in division (B) of this section and at the time of the license renewal under § 115.06(B).
