§ 115.03 LICENSE REQUIRED; APPLICATION.
   (A)   No person, firm, corporation, owner, agent, employee, or driver shall operate or permit to be operated a taxicab unless the proper license has been issued to the owner of the vehicle and is in force.
   (B)   Applications for licenses for taxicabs shall be made in writing to the Safety and Service Director and shall be presented by him or her to the City Council for consideration. The application shall set forth the name and address of the owner of the vehicle; the make, seating capacity, and age of the vehicle; and the schedule of rates to be charged for the use of the vehicle. If Council finds that the public convenience and necessity justify the operation of the vehicle, they shall forthwith authorize the Safety and Service Director to issue a license on compliance by the applicant of all other requirements.
