No permit shall be issued, as provided above in § 16-310 until after the expiration of 15 days from the date of the application therefor, and publication in the official city newspaper in two consecutive issues thereof, cost of publications to be borne by applicant, the above publications to be prepared by the City Clerk, showing the applicant’s name, the location of the property, the planned improvement, estimated cost and intended use thereof, as shown by the application for the permit.
