The city council, by resolution, shall appoint the enforcing officer of this title, and it shall be his duty to enforce the provisions hereof. The enforcing officer may call upon any department or official of the city to furnish him with such information and assistance as he may deem necessary for the observance or enforcement of this title, and it shall be the duty of such department or officer to furnish such information and assistance whenever required.
