ADOPTING ORDINANCE
ORDINANCE NO. 2009-O-25
   AN ORDINANCE ADOPTING THE CITY CODE OF HIGHWOOD, ILLINOIS
   WHEREAS, the city of Highwood has never had a municipal code in the over one hundred years since its founding; and,
   WHEREAS, the mayor and city council find that the existence of a unified city code is essential to the efficient operation of government; and,
   WHEREAS, the mayor and city council find that adoption and maintenance of a unified city code are essential for permitting residents to have convenient and logical access to city regulations; and,
   WHEREAS, the mayor and city council find that having a unified city code accessible on the internet furthers the goal of convenient public access to government; and,
   WHEREAS, the city of Highwood has caused the ordinances identified on exhibit A attached to ordinance 2009-O-25 to be reviewed, organized and assembled into a unified city code; and,
   WHEREAS, the mayor and city council find that adoption and maintenance of a unified city code is necessary for the further promotion of the public health, safety and welfare of the residents of the city of Highwood.
   NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF HIGHWOOD, LAKE COUNTY, ILLINOIS, AS FOLLOWS:
SECTION ONE: The mayor and city council of the city of Highwood adopt hereby the city code of Highwood, Illinois which is attached to this ordinance as exhibit B and is wholly incorporated herein as if fully set forth. The city code of Highwood, Illinois shall be known and cited as the HIGHWOOD CITY CODE.
SECTION TWO: That all ordinances or resolutions in conflict with the provisions of this ordinance are hereby repealed, except for the following which shall not be affected in any way by the passage and adoption of this ordinance:
   A.   All ordinances specified in title 1, chapter 2 of the Highwood city code;
   B.   Any ordinance adopted after September 16, 2008;
   C.   Any ordinance adopting a zoning map, map amendment or granting any zoning relief related to specific property;
   D.   Any ordinance or resolution promising or guaranteeing the payment of money for the city, or authorizing the issuance of any bonds of the city or any evidence of the city's indebtedness, or any contract or obligations assumed by the city;
   E.   Any ordinance dedicating, approving or accepting any plat or subdivision;
   F.   Any ordinance of general applicability not identified on exhibit A and not otherwise superseded by law or ordinance of the city.
SECTION THREE: The city clerk is directed to publish this ordinance in pamphlet form and to maintain copies of the Highwood city code which are available for inspection at city hall. The city manager is directed to take steps to ensure that the Highwood city code is accessible on the internet.
SECTION FOUR: This ordinance shall be in full force and effect from and after its passage, approval, and publication in pamphlet form.
