Except for such uses or methods in existence before the effective date hereof, the use of, or attempted use of, groundwater from within the corporate limits of the city of Highwood in that area of the city of Highwood as depicted on exhibit A and further described on exhibit B, attached to the ordinance codified herein, as a potable water supply, by the installation or drilling of wells or by any other method, is hereby prohibited.
