Pursuant to the home rule authority of the city, the Highwood board of fire and police commissioners shall have such powers and perform such duties as are provided in this chapter and the Illinois board of fire and police commissioners act, 65 Illinois Compiled Statutes 5/10-2.1-1 et seq. In the event of a conflict between any provision of this chapter and any statutory provision, this chapter shall control over such statutory provision to the fullest extent of the city's home rule powers.
