A. Notwithstanding any other provision of title 11 of this code, the JPC shall have the exclusive jurisdiction and exercise its powers on matters related to Fort Sheridan and referred to it by the Highwood city council, and/or as conferred pursuant to the terms of the 2H agreement, as same may be amended from time, and shall conduct hearings and make recommendations as set forth in said 2H agreement, as same may be amended from time to time. Where no procedure has been specifically provided or adopted, the provisions of title 11 of this code shall apply.
B. Upon the appointment and confirmation of the members to the Fort Sheridan joint planning commission or JPC by the cities of Highwood and Highland Park, they shall have the powers set forth in the Highwood/Highland Park intergovernmental planning agreement of 1996, as same may be amended from time to time.
